教育部发布留学预警，新加坡私立学校立富登商务学院已暂时关闭，接受警方调查。为此，我驻新加坡大使馆教育处再次提请欲到新加坡私立学校留学的中国学生注 意，在选择学校时，一定要确认所申请的学校是否具有中国大使馆教育处的资格认定，或是否取得了新加坡标新局的素质资格认证SQC。（据《教育涉外信息监管 网》）

近日，中国教育部公布了2006年第2号留学预警，称新加坡私立学校RITZEVERTONACADEMY（立富登（商务）学院）已暂时关闭，接受警方调 查；并提醒学生在选择新加坡学校时，一定要确认所申请的学校是否具有中国大使馆教育处的资格认定或是否取得了新加坡标新局的素质资格认证SQC。

　　 据了解，这已不是第一次针对新加坡私立学校的留学预警。新加坡旅游局教育服务署官员在接受晨报记者采访时表示，建议留学生选择获得“消协保证标志”和“素质级标志”双重认证的私立学校。

　　 Q：在新西兰、澳大利亚等国家，对于任何倒闭学校的学生，政府实行转校或者退还学费的做法。在新加坡，如果倒闭的学校未加入新加坡“消协保证标志”教育认证，新加坡政府怎么补偿学生？
　 　 A：立富登（商务）学院是一所私立教育机构，目前因为没有遵从相关规定，被新加坡消费者协会暂停“消协保证标志”教育机构资格。想要招收国际学生的新加 坡私立教育机构都必须获得新加坡“消协保证标志”教育认证。学生利益保护计划保证在私立教育机构关闭的情况下，学生的学费受到保护。
　　 立富登（商务）学院目前正在接受有关方面的调查，停止了相关课程。建议在新加坡受学校关闭影响的学生向新加坡消费者协会咨询。
　　 Q：“素质级标志”认证和“消协保证标志”教育认证的工作在新加坡是否已经全部完成？
　　 A：“新加坡素质级-私立教育机构”（SQC-PEO）由标准生产力与创新局在2003年2月推出。这项计划为私立教育机构提供一个在企业和管理优秀的基准。从2005年9月1日起，只有获得“消协保证标志”教育认证的私立教育机构才能获准继续招收国际学生。
　 　 新加坡旅游局建议留学生选择获得“消协保证标志”和“素质级标志”双重认证的私立学校，这两项认证一直在进行中。学生可以登陆新加坡教育 www.singaporeedu.gov.sg网站，查看获得新加坡“消协保证标志”教育认证的私立教育机构及获得“素质级标志”认证的教育机构名单。
　　 Q：最近几年来，中国教育部每年都有针对新加坡留学的留学预警，问题出在哪里？新加坡政府对中国的留学生有什么建议？
　　 A：中国教育部的留学预警并不仅是针对新加坡，每年都会有针对很多国家的留学预警。新加坡也非常重视这个问题，一直在努力改善提高新加坡私立教育机构的质量，并尽力保障国际学生的利益，也因此推出了“消协保证标志”教育认证计划、素质级私立教育机构认证计划。

　　 新加坡教育网站（www.singaporeedu.gov.sg）提供了新加坡教育领域的最新信息，并对在新加坡留学期间学生可能碰到的常见问题和关心的事情作了说明。新加坡旅游局建议学生及家长上网查询，并选择新加坡旅游局“教育荣誉伙伴”留学新加坡。
